Stranger Uses Bolt Cutters to Free Chained Dog From Burning Van on Skid Row

A four-year-old pit bull named Rosie survived a fire that broke out in the van she and her owner live in on Skid Row in Los Angeles, thanks to a stranger who rushed in with bolt cutters. The fire started early Thursday morning, September 24, 2026, after a person threw a flammable object into the vehicle, according to FOX 11 Los Angeles. Surveillance video shows the person, wearing a white hoodie and black pants, throwing the object into the van.

Rosie’s owner, Clara Catron, said the dog was chained to the van when the fire started. A stranger ran toward the flames and cut Rosie free before she could be burned. Business owner John Kim, who runs Bee Bee Food nearby, reviewed his security footage afterward and confirmed what happened. Catron, who was living in the van with Rosie, said the dog means everything to her: “Rosie is my baby… she’s my life.” She also said she would not have escaped if she had been asleep, and that Rosie has protected her before, with her barking helping to scare off two people who tried to break into the van.

Kim said incidents like this happen so often in the area that he has become numb to them. Estela Lopez, executive director of the Downtown Industrial Business Improvement District, said Rosie came within seconds of being burned alive, and used the incident to call for more anti-camping enforcement and mental health and drug treatment programs on Skid Row.

Mayor Karen Bass’ office described the allegations as incredibly troubling and said LAPD and LA Animal Services are investigating the arson and animal cruelty allegations. The city recently made permanent a partnership between the two agencies focused on animal cruelty on Skid Row, and more than 100 officers have received specialized training through it. FOX 11 did not report any arrests, and a GoFundMe has been set up to help Catron replace her van.

My thoughts: Rosie is alive because one person didn’t hesitate. Freeing a chained dog from a burning vehicle takes seconds of decision-making, and whoever that stranger was made the right call in the moment that mattered. It’s also worth noting how much this dog means to her owner, who described her as both companion and protector. The larger debate about Skid Row will keep going, but the investigation into who set the fire is the part that will decide whether anyone is held accountable for what happened to Rosie and Catron.
