The Netherlands has officially achieved a milestone that animal welfare advocates around the world have dreamed of for decades: becoming the first country to completely eliminate the issue of stray dogs.

What makes this accomplishment truly remarkable is that it was achieved without the use of euthanasia. Instead, the government implemented a highly structured, compassionate, and multi-layered strategy known as the CNVR program, combined with strict legislation and societal shifts.

At the core of this success is the CNVR method, which stands for Collect, Neuter, Vaccinate, and Return. Additionally, the country implemented high taxes on store-bought, purebred pedigree dogs.
