A 50-year-old man was arrested on animal cruelty charges after authorities discovered 19 dogs and an elderly woman living in severely unsanitary conditions.
Miami Beach police officers responded on Tuesday, October 27, 2026, to a residence located at North Michigan Avenue and West 43rd Street in Miami Beach, Miami-Dade County, Florida 33140, United States.
Steven Yablonski, Abby Dodge, and Manuel Bojorquez reported on the law enforcement action for CBS News Miami on October 28, 2026.

Police officers arrived at the property alongside representatives from the Florida Department of Children and Families to conduct a welfare check on an elderly female resident.
Upon entry, investigators discovered 15 adult dogs and four puppies inside the home amidst severe environmental contamination. Four puppies were found confined inside an uncovered cooler soiled with waste.
Miami-Dade Animal Services safely removed all 19 dogs and transported them for emergency veterinary evaluation and care.
The unidentified elderly woman was taken to Mount Sinai Medical Center for medical evaluation.
Following inspection, the Miami Beach Building Department deemed the structure unsafe for occupancy and issued a formal order to vacate.
Detectives arrested 50-year-old Jorge N. Morillo, who lived at the home intermittently for five years as a caretaker, charging him with one count of animal cruelty.
Morillo subsequently denied living at the property or owning the dogs following his release on Wednesday night.
My thoughts:
- Multi-agency welfare checks are critical for uncovering combined animal neglect and elder vulnerable abuse.
- Confining young puppies in soiled, unventilated containers poses immediate, life-threatening health risks.
- Condemning unsafe structures protects vulnerable human residents from severe biological and environmental hazards.
- Veterinary intake evaluations ensure neglected animals receive immediate treatment and nourishment.
- Caretaker oversight and accountability measures prevent repeated instances of household hoarding.
- Inter-agency collaboration between police, building inspectors, and social services ensures comprehensive crisis response.
