The Los Angeles City Attorney’s Office has filed a lawsuit against Wagmor Pets and its owner, alleging the prominent animal rescue operated an illegal commercial enterprise disguised as a non-profit organization.

The legal action targets owner Melissa Bacelar and Wagmor Pets in Studio City, Los Angeles County, California 91604, United States. Alene Tchekmedyian reported on the lawsuit for the Los Angeles Times on October 27, 2026.

According to city prosecutors, Bacelar systematically purchased hundreds to thousands of dogs from commercial puppy mill auctions and breeders, reselling them to adopters under the guise of rescue animals for fees up to 1,500 dollars.

The complaint states that several adopters received dogs with severe underlying health conditions that died shortly after purchase.

City prosecutors are seeking over 7 million dollars in fines alongside an injunction to stop fraudulent business and fundraising practices.

Wagmor Pets gained widespread notoriety in 2019 following an appearance on Ellen DeGeneres’ talk show, subsequently placing dogs with high-profile celebrities including Jennifer Aniston and Dwayne Johnson.

Veterinary shipping records from Missouri previously linked Wagmor as the final destination for animals purchased at commercial auctions in Rocky Comfort, Missouri.

Bacelar publicly denied the allegations, characterizing the lawsuit as a financial attempt by the city to target her while she works to save unwanted animals.

My thoughts:

  • Misrepresenting commercial breeding stock as rescue animals undermines public trust in legitimate non-profit shelters.
  • High adoption fees charged for commercially sourced puppies expose regulatory gaps in state animal rescue oversight.
  • Celebrity endorsements can inadvertently amplify unverified rescue operations to a nationwide audience.
  • Purchasing animals from commercial auctions fuels supply chains associated with sub-standard breeding facilities.
  • Rigorous state auditing of intake documentation is necessary to ensure rescue animals originate from legitimate shelters.
  • Adopting families face severe financial and emotional distress when mislabeled rescue animals succumb to congenital illnesses.
