Two people are facing charges after more than 80 malnourished dogs were rescued from an RV in Mesquite, Nevada. The dog owner, Giustino Laudando, was cited multiple times and arrested twice over the preceding months for failing to comply with the city’s animal ordinances.

According to Sergeant Jaime Stout of the Mesquite Police Department, officers first began investigating the property after receiving repeated noise complaints and reports of a strong feces smell coming from the residence. Animal control officers visited the property on multiple occasions, made contact with Laudando several times, and issued citations on two separate occasions for having too many dogs along with various municipal code violations.

Laudando left the city at one point but returned to Mesquite on May 15, 2026, where he was cited again. During that visit, officers determined there were dozens of dogs living inside his RV. “He came back into city limits over the weekend on the 15th. We made contact with him then and we seized 77 dogs out of his RV. He was given more citations at that point,” Stout said. Both Laudando and a second individual were ultimately booked into jail, facing 8 counts of animal cruelty and more than 100 counts of animal neglect combined, following what police described as a months-long investigation.

My thoughts: What stands out in this case is how long the pattern was allowed to continue before it finally resulted in an arrest, repeated citations, repeated contact with animal control, and Laudando simply leaving the city rather than addressing the underlying problem. Eighty dogs in a single RV is a scale of neglect that doesn’t happen overnight, and the timeline here suggests it built for months while enforcement stayed limited to citations. I’m not going to speculate on why it escalated the way it did, but the sheer number of animals seized here makes clear how much accumulated harm sat behind those repeated warnings before anyone was actually taken into custody.
