Man Arrested for Leaving Dog in Hot Car Right Outside the Courthouse He Was About to Enter

William Hill was arrested and charged with animal cruelty on April 16, 2026, after Smithfield Police Department officers responded to a report of a dog trapped inside a vehicle near the Johnston County Courthouse in North Carolina. Officers arrived to find a bulldog locked inside the car with no water, unable to cool itself in any way except through a window cracked less than an inch.

The arrest came in the middle of the state’s first 90 degree day of the year, part of a broader heatwave affecting much of North Carolina during a period the state was also experiencing drought conditions expected to last through the summer. After freeing the dog, officers located Hill not far away, waiting for a hearing inside the very courthouse his car was parked next to. He was arrested on the spot and charged with animal cruelty.

Under North Carolina law, a pet owner can face animal cruelty charges if their pet dies in a hot car, and in some counties, fines apply even if the animal survives. Authorities use several factors to judge how urgent a situation is, including whether the dog shows physical signs of heat distress, panting, drooling, restlessness, pale or overly red gums, or a lack of coordination, along with whether the vehicle has any air conditioning or shade, and whether the owner is nearby or law enforcement has already been alerted.

My thoughts: There’s an almost too-perfect irony in getting arrested for animal cruelty a few dozen feet from a courtroom you were already walking into for an unrelated hearing. It’s a good reminder that these calls aren’t abstract, officers respond, assess real physical signs of distress in the animal, and only then act, which is exactly what happened here. Hill wasn’t picked up on a tip or a suspicion, he was found because a bystander noticed a dog suffering in a locked car and did something about it.
